| RECAP 2010: Neosho enacts property tax Posted: 02 Jan 2011 04:15 AM PST Neosho, Mo. — On Aug. 26, the Neosho City Council instated a city property tax for the first time since 1997. The .4225-cent ad valorem tax on real property only was approved on a 4-1 vote, with councilwoman Heather Bowers dissenting. On Aug. 3, just before the layoffs, Neosho voters overwhelmingly turned down a $1 ad valorem property tax that would have rescued the city's general revenue fund. The .4225 tax was the highest the council could levy on its own, without a popular vote. In 1997, the council at that time told voters they would do away with the city property tax in exchange for passage of a 3/8 cent tax for parks and stormwater. However, the Missouri Attorney General's office had held that the city council in 1997 could not legally repeal the city property tax because it would bind future city councils from something they are already authorized to do each year by the State Constitution.
