The City Council voted Monday to place the rate on the Sept. 27 agenda for final approval. The tax percentage is .5831 per $100 value. If a home is appraised at $100,000, the annual property tax paid to the city is $583.10. Appraised values on the average home in the city this year are $94,678, up slightly from $93,162 last year. Independence property tax rate could remain steady Posted: 01 Sep 2010 05:41 PM PDT News Updated: 4:18 pm | September 1, 2010 Independence's property tax rate could stay exactly the same in the 2010-2011 Fiscal Year. • More news from your community City council heard the first reading re-establishing the property tax rate as 20 cents per $100 of assessed property value at a special meeting Aug. 31. A second reading of the tax rate will be voted on at the Sept. 13 regular meeting. "Right now I think it's the will of the people not to increase a financial burden," said Council Member Mary Pat Behler. "There's a lot of people struggling." Projected revenue received from the tax rate will be about $2.7 million, but city officials suspect there could be a $2,000 shortfall from the prior year by not taking the compensating rate. "Incomes are stagnant. Now's not the time to raise taxes," said Mayor Chris Moriconi. "We're doing more with less; approaching our budget like it's a family budget." Extras such as Christmas parties and appreciation dinners have been culled from the budget and purchases of new public works vehicles have been delayed, Moriconi said. The tax trend in the last few years has been averaged out to taking the compensating rate, Moriconi said. The proposed tax rate was first adopted in 2008 and re-established in 2009. Since 2005, Independence's tax rate has increased about 3 cents per $100 of assessed value. "I don't think we can take an increase, especially with the way the economy is," Council Member Marge Cook said, adding a possible loss of $2,000 is "worth" it to help out residents. Monthly Alternative Payment Program, or MAPP, will allow taxpayers to make monthly payments on property tax bills. Democratic candidate for Adams County treasurer Reg Ankrom says participants will be able to designate amounts to set aside in the MAPP program, such as monthly, bi-monthly, or quarterly deposits. "Many people find themselves in trouble or having trouble paying that tax bill. It's usually the largest bill they write throughout the year. What this will do is allow them to spread it over a period of time so they pay it in smaller chunks and they'll be prepared when the tax bill comes to pay that bill," said Democratic candidate for Adams County Treasurer Reg Ankrom. Ankrom also says the MAPP idea was developed based upon suggestions offered by residents.
