China Property Tax Won't Curb Prices, Xinhua Cites Central Bank Adviser

A Chinese property tax won't curb real estate prices as speculators will not be affected by the tax, the Xinhua News Agency cited central bank adviser Li Daokui as saying.

The country should not change the basic direction of its property policy and should increase local government revenue sources and incentives to encourge more development of affordable housing, Li said, according to the report.

Property tax warning: Bexar County pursuing thousands who haven't paid up

Time is running out for Bexar County property owners who have not paid their taxes.

Thousands of accounts will be turned over to a law firm for collection if they are not paid off in nine days.

Bexar County property owners who are delinquent on their 2009 taxes and don't pay up could end up in court.

More than 16,000 final warning letters were being mailed Friday.

County Property Tax Rate to Stay Steady

Commissioners are scheduled to adopt tentative rates Wednesday for the 2010-11 budget year that begins Oct. 1.

At today's agenda session, commissioners informally agreed to go along with County Manager Mike Herr's recommendation.

Under Florida law, commissioners could have raised the tax rate to obtain the same amount of revenue as the county collected this year.

As a result of their decision today, the tax rate will remain at $6.87 per $1,000 of taxable value.

That means that the county property tax bill for a home valued at $150,000 with $50,000 homestead exemptions anywhere in Polk County will pay the same $687 as last year.

Under state law, commissioners could have raised the rate to $7.91 per $1,000 of taxable value.

That $6.87 rate includes the $5.67 operating rate, the $1 road tax and 20 cents per $1,000 for the

environmental lands program.

In addition, commissioners will maintain the property tax for libraries at 21 cents per $1,000 and 43 cents per $1,000 for parks for property owners in unincorporated areas of Polk County.

Those taxes will add $64 to the $687 tax bill, bringing the total for those property owners to $751.

Under state law, those two tax rates could have been increased to 25 cents and 50 cents per $1,000, respectively.

The tentative rates that are expected to be approved Wednesday are required to be set to be included in tentative tax notices that will be mailed to property owners in August in advance of budget hearings.

The county's budget hearings to consider next year's proposed $1.3 billion budget are scheduled for Sept. 9 and Sept. 16 at 6 p.m. in the commission chambers.

In addition, commissioners are poised Wednesday to adopt the first-ever assessment roll to place liens on the tax roll to recover the costs of mowing or removing debris from property that was cited for code enforcement violations for overgrown lots, abandoned vehicles and other violations.

Commissioner Sam Johnson asked county staff to provide information on the mowing costs, which total between $300 and $400, to make sure the county wasn't overcharging anyone for the work.
