Property Tax Bills Issued In Richmond County; Discount Available For Early Payers

Property tax bills are in the mail for Richmond County homeowners, and you'll get a slight discount if the bill is paid in full by the end of this month.

Bills paid by Sept. 30 will get a one percent discount.

"We do lose a little bit, but it certainly makes up for good will as well - some people say 'it's not that much, it's not a lot' - but it's something, and Richmond County is one of the only counties you can get that done," said Tax Commissioner Steven Kendrick.

Augusta commissioners voted to decrease the tax rate this year but that doesn't mean everyone is paying less money.

Garbage bills went up by more than $5 and thousands of property owners had their values increased after reassessment.

RICHMOND — Madison Fiscal Court voted Tuesday to take the compensating property tax rate of 8.3 cents per $100 of assessed property value.

"We did not take the 4-percent increase, and we did not take that last year either," said Madison Judge/Executive Kent Clark.

The compensating rate last year was 8.2 cents.

The county has not taken the proposed 4-percent increase in the past three years.

"It amounts to $130,000 (extra a year), but we just feel as a group that under the current economic condition, it wouldn't be fair to the property owners to take the 4 percent," Clark said.

The court also voted to accept the rates that have been adopted by several independent taxing districts in the county. They are as follows: Library board, 5.6 cents per $100 of assessed value; health department, 5 cents; emergency management services, 5 cents; Berea Community Schools, 89.90 cents; Madison County Schools, 56.4 cents; and the Madison County Extension Office, 1.5 cents.

In other business:

• The court had a public hearing Tuesday and voted to refinance the bond rate for the Madison County Courthouse Annex. The refinance allowed the bond's interest rate to be decreased from 4.9 percent to 3.4 percent, saving the county approximately $226,000 over a 13-year period.

• Federal Emergency Management Agency representative Colleen Applebee reported that 52 Madison County residents have registered for FEMA assistance totaling $129,425 in assistance funds. Statewide, $9.5 million in flooding assistance funds has been issued. The deadline for Madison County residents to apply for the federal assistance is Sept. 21.

• Andrew B. Hurt was hired as a Madison County firefighter, replacing Eddie Winkler who recently retired. Firefighter Chris Graham was promoted from Lieutenant to Captain.

• The court agreed to purchase three additional paper-ballot voting machines to be used in the November election. The machines are approximately $4,500 each, and the county can apply for a state reimbursement after the equipment has been purchased.

• The court voted to add Charley Abney Road into the county road maintenance program.

• Clark signed a proclamation in support of Miss Kentucky Djuan Trent, a Berea College graduate. Trent was present at Tuesday's meeting and said she was happy to receive the support from the Madison Fiscal Court as she proceeds onto the Miss America pageant in January.

• Trick or Treat for Madison County was set for Saturday Oct. 30 from 6 to 8 p.m.

• Madison County Solid Waste Coordinator Scott Tussey reminded the audience that the Fall Scrap Cleanup will be hosted Friday and Saturday from 9 a.m. to 6 p.m. at 208 Clarksville Lane (Madison County Road Department South). The event is in coordination with Kentucky Farm Bureau.

The Madison County Household Hazardous Waste Collection will be all day on Saturday, Sept. 25 at the same location.

Tussey also reported that 1,750 residents are now participating in the county's home recycling program.

• The court adopted a resolution supporting the initiative to build an education center at the Vietnam Veterans Memorial in Washington, D.C. The resolution only documents the county's support of the project and does not include a monetary donation from the county.

The next meeting of the Madison Fiscal Court is scheduled for 9:30 a.m. Tuesday, Sept. 28 at the county courthouse.
