Property tax bills going up for most elected officials in Martin County who set tax rates Posted: 10 Sep 2010 10:47 PM PDT STUART — All five Martin County commissioners and four of five School Board members face higher property tax bills in 2010 than 2009. All five Stuart City commissioners also are due to pay higher property taxes in 2010 than in 2009, county records show. The county commissioners and school board members set county wide property tax rates, while the Stuart City commissioners set property tax rates that apply only to city property owners. The property taxes for 2010 on Martin County School Board member Laurie Gaylord's house went down by $2,065.98 compared to 2009. The Gaylords built their home on Jupiter Island in 2004 when real estate prices were on their way up, county records show. Like most residential properties in Martin County, the value of Gaylord's home has declined since peaking at $1,571,560 in 2007. Although Martin County Commissioner Susan Valliere has a voting address at an apartment in Stuart, the Sewall's Point home owned by her husband Jim had a property tax increase of $739.09 in 2010 compared to 2009, the highest jump for elected officials in Martin County who set tax rates. That happened because the assessed value of the house increased by $25,705 to $977,748 and the total tax rate went up by a little more than 36 cents per $1,000 of assessed value, including all the taxing agencies. The lowest property tax increase in 2010 for the elected officials who set the tax rates was $2.46 on the Palm City home of Martin County Commissioner Ed Ciampi. The Martin County commissioners tentatively raised the county property tax rate by a little more than 48 cents per $1,000 of assessed value in the unincorporated areas and by nearly 22 cents per $1,000 of assessed value in the municipalities, county records show. The Stuart City Commission held the property tax rate steady at slightly more than $4.33 per $1,000 of assessed value, county records show. The School Board also maintained the sane property tax rate as last year at nearly $2.25 $1,000 of assessed value. The tentative property tax rates were set by the school board and the county and city commissions in July and are being finalized during public hearings in September. Martin County Property Appraiser Laurel Kelly started sending out notices of proposed property taxes for 2010 on Aug. 23 to the owners of 93,868 properties.
