Philly Council Approves Budget, Property Tax Hike

PHILADELPHIA (AP) ― Philadelphia's City Council has given its approval to a tentative budget that includes a 9.9 percent property tax hike and a $300 garbage fee for small businesses and multi-unit homes.

But the council did not give its OK to a proposed tax on soda that Mayor Michael Nutter has been pushing.

Nutter had lobbied hard for the proposed soda tax as part of his $3.9 billion budget plan.

The mayor says the city is facing a budget deficit of up to $150 million in the coming fiscal year.

The tentative budget approved by City Council on Thursday includes $17 million in spending cuts and a new tax on cigars and smokeless tobacco.

Phila. City Council Agrees to 9.9% Property Tax Hike

City Council says it now has a balanced budget, with approval today of a plan that includes a temporary property tax hike of nearly ten percent. The mayor says it's not balanced enough, and he's still pushing for a soda tax. (see related story)

One year after Council adamantly refused to raise property taxes, they voted to do exactly that -- with initial approval of a two-year property tax hike of 9.9 percent.  Council says that and other measures, including a tax on some tobacco products, results in a balanced budget. 

Majority whip Darrell Clarke:

"The budget, without the sugar, from our perspective shows a $42million fund balance."

Still on the table is the mayor's proposed soda tax, now lowered from two pennies per ounce to three quarters of a penny per ounce.  Majority Leader Marion Tasco says the mayor still needs to do more arm twisting to get that done:

"Its going to be up to the mayor to convince people to support it."

Nutter says he disagrees about the budget being balanced. He says there's not enough revenue:

"There is great, great fear that we will start to run into not only cash flow but actual cash on hand problems. To pass only the spending side without all of the revenue components puts us in a very bad financial situation."

 Nutter says he wants council to keep working:

"If we're going to legitimately tell the citizens of this city that we have a not only a balanced budget but a budget that allows us to pay our bills, not run out of cash, there's still work that must be done."
