Will municipal aid raise MA property tax?

BOSTON — The Massachusetts House is expected to debate a bill Monday designed to provide financial relief to cities and towns, but which critics say could end up raising property taxes.

Republicans and anti-tax activists say the bill would provide communities with an end run around Proposition 2 1/2, which limits property tax hikes.

The measure would let cities and towns raise property taxes above that limit to pay property tax abatements when owners appeal their tax bills.

House leaders say the bill leaves Prop 2 1/2 intact.

Gov. Deval Patrick said he will not sign the bill if the measure was included.

Prop 2 1/2 was approved by voters in 1980. It limits communities from raising property taxes by more than 2.5 percent a year without voters' approval.
