Surprise's Finance Department will have a free transaction privilege tax (sales tax) workshop specifically for rental property owners in Surprise from 3 to 5 p.m. April 7 at the Northwest Regional Library, 16089 N. Bullard Ave.

This workshop will guide property owners and managers through the completion of the transaction privilege tax reporting form, and covers specific taxability issues within the Residential Property Rentals Classification including recent Model City Tax Code modifications.

Deductions and exemptions will be defined and discussed. Sample problems and factoring worksheets are provided for a better understanding the Surprise tax reporting and business licensing process.

No property tax appeals filed with city council

Tyndall City Council met for a special meeting, March 15, in order to handle any property tax appeals filed by city residents. The meeting was called to order at 7 p.m. by Mayor Dick McCann. Members of the council present were Dave Vavruska, Mark Stoebner, Jane Larson, Ross Hudson, Rusty Williams and Kevin Ranek. Others in attendance were Linda Pesek, finance officer; Greg Schneider, representing the Bon Homme County Director of Equalization and Scott Weber, representing the Bon Homme School Board.

The council convened as a review board with oaths as board of review signed by the council members. No appeals were filed at the city level for property tax review. With no further business as the board of review, the board adjourned and convened as the city council.

The second reading of Ordinance 608 was approved. This ordinance concerns a 15 year agreement with Fort Randall Cable TV for the lease of the city's tower, poles, cables, etc. for cable television.

Ordinance 609 was approved on its second reading. The ordinance raised the sewer surcharge from $9 to $10 per water service customer. The increase in surcharge is a result of not meeting the requirements of the Department of Environmental and Natural Resources revolving loan fund. As per mandates, the city needs to take in 110% of the loan's yearly payment which is $54,214.

The council approved the special one-day liquor license for the Tyndall Fire Department for April 3.

City attorney Lisa Rothschadl prepared an agreement between the City of Tyndall and Cynthia Raye (supervisor) for leasing of the Lil' Cavs Daycare building. Raye is currently working to become CNA certified to operate a group daycare. Until Raye becomes certified, the facility cannot be classified as a group daycare, but as a family daycare. Raye will be responsible for the utilities and expenses for operation until the facility can go back to the group daycare classification. Finance officer, Pesek presented the lease agreement to the council, and the mayor signed the agreement.

A discussion was held in regards to the reinstatement of the driver's license testing in Tyndall. Councilman Vavruska informed the council that a few county commissioners were heading to Pierre to visit with Mr. Dravland at the South Dakota Department of Transportation stressing the need to bring back the license testing to Tyndall. In Vavruska's conversation he stated to the individuals that the city would pay for wiring of the city auditorium for better security of the cable line. Questions were asked as to what happened to other possibilities of facilities in Tyndall which already have the new cable line in the facility. The council agreed the city would pay for rewiring of the auditorium in order to get the testing back. There was also talk about a monthly fee the DOT had to pay for cable line. Vavruska was going to ask about the monthly fee as well as other questions and get back to the council at the next meeting.

A lengthy discussion was held on a snow removal policy for the city. Finance officer and city council reviewed various policies from other towns as well as the current policy the city has in effect which is outdated. Among the suggestions to be included in the policy were snow alerts where no parking on Main Street from Muller Repair to Highway 50 after the alert has been issued; sending the city crews out to clean snow off the streets after a certain amount has been received; possibly cleaning curb to curb; eliminate piling by stop signs for visibility purposes; hauling piles from city streets. etc. Mayor McCann appointed Vavruska, Ranek and Williams to come up with ideas for the policy and visit with the city employees for their input. The council agreed that this could be a long process and could take a couple of months before an ordinance is adopted.

With no further business, the meeting adjourned at 8 p.m.
