Commission keeps property tax rates for Pettis County at 2009 level Posted: 09 Sep 2010 11:35 AM PDT The Pettis County Commission on Thursday voted unanimously to leave property tax rates at 2009 levels. The county is only one of about two dozen taxing districts that are funded through taxes levied against real property in the county. The general revenue rate will remain .0257 cents and the Pettis County Road and Bridge rate will remain at .2787 cents, with all rates assessed per $100 valuation. Pettis County Commissioner Rusty Kahrs said the decision to leave the rate at 2009 levels would help to ensure that a modest recovery in sales tax and business expansion is able to continue. Kahrs said sales tax revenues are up between 7 and 8 percent from last years numbers, but still lag below 2008 revenues. "If we stay up 8 percent through the end of the year we will be on solid footing for a full recovery and the county should be in a good position to move forward," Kahrs said. He cautioned against using the higher revenues to restore deep budget cuts made last year as the county tried to make up some $200,000 in lost sales tax revenue. "The trick is making sure we don't go out and spend that 8 percent. We need to use that revenue to replenish our reserves because we burned through most of that trying to deal with the down economy," Kahrs said. Higher property tax part of 2011 budget Posted: 08 Sep 2010 09:06 PM PDT Reno County's budget for 2011 means property tax payers will see a county tax hike of 1.686 mills in statements in November. Commissioners unanimously voted Wednesday to adopt the budget. The package contains cuts in some spending including the line item for commissioners, dropping to $75,527 from an estimated $88,875 this year. Employee wages will hold steady, but the line item for employee benefits is nearly $700,000 higher than this year. The property tax increase will help offset declines in other revenue sources and should build up reserves. This marked the first budget shepherded from start to finish by County Administrator Gary Meagher, hired last year when the 2010 budget was being finalized. Commissioners called for more cuts this summer when the levy hike projection for the 2011 budget was as high as 5.5 mills. In other county matters this week: * Commissioners OK'd another $571.79, on top of a previously authorized $8,500, for extensive engine and radiator work on a fire truck belonging to Reno County Fire District No. 3. That district serves Nickerson and the Highlands subdivision. * Register of Deeds Carol Sallee's report on mortgage registrations taxes and recording fee collections showed county income was up in August from a year ago, although for the first six months of 2010, this revenue source lagged behind 2009 figures. * County Treasurer Clark Miller told commissioners that he had expected interest rates would start rebounding in the fourth quarter, but he said he now was "getting indications that may not be true." In 2007, Reno County earned more than $2 million in interest on invested revenues. With low interest rates, the county will be struggling to earn $300,000 in interest this year, Miller said. * Commissioners, Meagher, County Counselor Joe O'Sullivan and Public Works Director David McComb met in two separate closed sessions to discuss legal matters. * Meagher praised the quality of overlay work on 95th Avenue and a bridge project under way on Eales Road. McComb said new Road and Bridge Superintendent Don Brittain has been a real asset in terms of management and quality control.
